Part 1 of the APAR – Personal Data
JSM APAR Solutions enable the administrative section to provide personal data for the reporting year covering information on Grade, Post, date from which in present post, names and designations of the Reporting and the Reviewing and Accepting Authorities, the period of absence from duty, on leave, training, or for other reasons, details of the training attended and date of filing of property returns.
Part 2 of the APAR - Online Self-Appraisal
JSM APAR Solutions enable online writing and submission of APAR by the staff or officer. JSM online APAR solutions have provision to give a brief description of duties and responsibilities, to enter performance during the year and indicate area of exceptional contribution, to indicate reasons for not achieving specific targets if any and details of factors that hindered performance, specific areas to upgrade skills and attend training programs for the current assignment and future career and for certification on completion of APARs of all subordinate staff for the previous reporting year for whom he/she is the Reporting Authority.
Part 3 of the APAR - Online Performance assessment by the Reporting Authority
JSM APAR Solutions enable initiation of the performance report and automating the assessment of performance, character, conduct and qualities of the official by the Reporting Authority. JSM APAR Solutions provide facility to the Reporting Authority to comment on the self-assessment made by the officer reported upon and whether he/she agrees with the responses relating to the accomplishments/achievements, in case of disagreement facility to highlight the specific portions and the reasons for such disagreement, facility to comment on the skill upgradation needs as identified by the officer reported upon and to record a descriptive pen-picture on the overall qualities of the officer reported upon and his/her performance.
Part 4 of the APAR - Online APAR reviewing by Reviewing Authority
JSM APAR Solutions enable the reviewing authority to verify the correctness of the remarks of the Reporting Authority, to give independent judgment on the numerical grading given by the Reporting Authority and remarks of the Reporting Authority and agreement or disagreement and reasons, modify or add own observations in case of any adverse remarks or an outstanding report.
Part 5 of the APAR - Online APAR acceptance by Accepting Authority
JSM APAR Solutions enable the accepting authority to record remarks and accept after modifications, to indicate agreement with the assessments made by the Reporting/Reviewing Authorities, in case of difference of opinion, facility to give details and reasons. JSM APAR Solutions provide facility when there are differences in the assessment/grading made by the Reporting and the Reviewing Authority, for the Accepting Authority to ensure that the Reviewing Authority had suitably justified the reasons for upgrading or downgrading the assessment made by the Reporting Authority. In the absence of suitable justification, facility to the Accepting Authority to upgrade or downgrade the assessment.
APAR Grades
JSM APAR Solutions enables awarding of numerical grades by Reporting and Reviewing Authorities with provision to justify Grades of 1-2 or 9-10 .
APAR Overall Grades – Weightages and mean
JSM APAR Solutions enables assigning of weights to Work Output, Personal Attributes and Functional Competency and calculation of the overall grading based on the addition of the mean value of each group of indicators in proportion to weightage assigned.
APAR Disclosure
JSM APAR Solutions enables the APAR, including the overall grade and integrity, to be communicated to the Officer Reported upon via his / her individual login after it has been finalized by the Accepting Authority.
